THE DECISION IN BRIEF
The formulator changes surfactant supplier but keeps the ingredient name. Must packaging be involved?
Ask the formulation team whether the revised bulk remains covered by existing evidence. Compare relevant foam, delivery and compatibility observations with the selected pump before retaining approval.
Review the change description
An ingredient name alone may not describe every relevant property of the completed bulk. Purchasing should request the approved formula revision and the formulator's assessment, rather than deciding that an unchanged label list means no packaging review is needed. Check whether retained approval samples used the previous raw material source, so the baseline is identified rather than assumed.
Silgan's formulation service emphasizes proper formula design and configuration alignment. Its guidance supports examining the actual finished bulk instead of assuming every raw-material substitution produces the same foam.
Target the comparison
The qualified teams should decide scope. This table identifies observations to consider, not predicted effects of any particular surfactant.
| Question | Evidence |
|---|---|
| Does the foam still match? | Defined texture comparison |
| Does consumption remain suitable? | Measured liquid delivery |
| Does restart change? | Agreed use-and-pause sequence |
| Is bulk still homogeneous? | Formulation review and representative samples |
| Are materials still suitable? | Relevant compatibility assessment |
Preserve a useful baseline
Keep an identified reference bulk or accepted historical result where your quality process permits. Compare the revised formula using the same pump configuration, bottle and observation method. Changing engine and bulk together may obscure what the supplier substitution actually changed.
Assess ordinary application as well as appearance at the nozzle. A similar-looking foam may spread or feel different, and a successful immediate demonstration may not represent restart after storage.
If the supplier recommends another mesh or engine, identify it as a packaging revision with its own approval. Confirm that existing stock and new stock can be distinguished during the transition.
Document why existing evidence was retained or what new evidence closed the review. A short, reasoned decision gives later buyers a basis for handling another raw-material change. Silent carryover of the old approval provides no such basis and can leave formulation and packaging teams working from different product identities.
