THE DECISION IN BRIEF
Why do two apparently identical lotion pump quotations differ so much?
Reconcile the complete assembly and supply responsibilities before comparing totals. Confirm selected engine, tube preparation, decoration, accessories, packing and delivery terms so the lower price represents the same task.
Build a scope comparison first
Ask each supplier to identify the quoted assembly reference and what arrives ready for filling. Include tube attachment and cutting, cap state, lock or clip, decoration and carton format. A short description such as white lotion pump can conceal several legitimate cost differences.
Aptar's PAV Treatment page lists selectable exterior and dosage options. That supports identifying a specific quoted configuration rather than comparing broad product-family names.
Resolve these quotation lines
Use your own commercial requirements; no market price or universal allowance is implied.
- Exact engine, actuator, closure, seal and tube reference.
- Decoration process, colour approval and tooling responsibilities.
- Assembly work performed before shipment.
- Caps, clips and other protective parts included.
- Packing quantities, handling format and delivery scope.
- Sampling, approval and agreed change responsibilities.
Account for work shifted to the filler
If one supplier sends uncut tubes, obtain the filler cost and process review. If caps arrive loose, include installation and inspection. If the packing format requires manual sorting, include that handling rather than treating it as free labour.
Compare qualification work and operational complexity too. A lower price from an unqualified alternate should be considered alongside the development and transition effort, without claiming those costs make an alternate inherently unattractive.
Ask suppliers to separate optional aesthetic upgrades from the base technical requirement. This can reveal savings that preserve the approved function rather than encouraging an unexplained engine substitution.
Keep price decisions traceable
Once scope is reconciled, compare the commercial offers using a common internal sheet. Record assumptions and exclusions so another buyer can understand why the choice was made.
Carry the selected scope into the order and approval record. A later cost reduction should identify exactly what changes and who reviews it. This prevents a successful negotiation from silently removing tube work, protective parts or a material feature that the production plan still assumes is included.
